The key recommendations are: -Utilise existing organisations and models to develop a coordinated effort in The Netherlands to promote good research software practice and software sustainability. - Develop software - and data - carpentry training for new PhDs. - Promote research software as a citeable scientific deliverable of equivalent value to publication. - Ensure recognition and career paths for software research engineers. - Develop academic models for sharing and disseminating research software.

e-IRG uses the metaphor of the e-Infrastructure Commons for the e-Infrastructure resources and related services, which among others refer to networking, computing, storage, data and software, along with digital tools and collaboration opportunities. The term e-Infrastructure Commons was initially presented in the e-IRG Roadmap 2012. In this roadmap, e-IRG outlines Europe's need for a single "e-Infrastructure Commons" for knowledge, innovation and science. The e-Infrastructure Commons is the political, technological, and administrative framework for an easy and cost-effective shared use of distributed electronic resources across Europe. The e-Infrastructure Commons can be defined as an integrated living ecosystem of resources and services that is open, user friendly and accessible to European researchers and scientists, and continuously adapts to the changing requirements of research and science.

The e-IRG Roadmap presents the principles of the framework needed for such an e-Infrastructure Commons. The e-IRG Roadmap 2016 to be published this Summer, will give guidance and recommendations for policy and technical discussions on the main European Open Science Cloud topics. The e-IRG delegates decided to elaborate its concept of the e-Infrastructure Commons in the new Roadmap and explain in more detail how this provides a fundament for developing the European Open Science Cloud, consistent with established European initiatives and national priorities.
